From 24th–27th February 2026, over 125 head teachers, Education Management Information System (EMIS) focal persons, and Teacher Effectiveness and Learner Achievement (TELA) coordinators from 15 schools in East Kibale County gathered at Nkoma Town Hall in Kamwenge District for a capacity-building training aimed at strengthening data-driven and inclusive education systems.
The training was implemented with support from the Building Resilient Inclusive Systems for Locally Led Education and Protection (ECHO RISE) Project, funded by the European Union).
The sessions focused on:
- Restoring access to and utilization of the Education Management Information System (EMIS)
- Strengthening the Teacher Effectiveness and Learner Achievement (TELA) platform
- Introducing the Child Functioning Module – Teacher Version (CFM-TV) to support early identification of learners with functional difficulties
The initiative was led by the Kamwenge District Local Government (KDLG) Education Department and the Ministry of Education and Sports (MoES) , with technical support from the Education Local Expertise Centre Uganda (ELECU) and the ECHO RISE consortium partners: Save the Children International (SCI), Humanity & Inclusion (HI), YARID, HADS, USDC, and Katalemwa Cheshire Home (KCH).
Through hands-on practical sessions, participants strengthened their ability to generate accurate EMIS records, effectively utilize the TELA dashboard to improve teaching and learning outcomes, and apply the Child Functioning Module to identify and support learners with functional difficulties.
This initiative contributes to improving inclusive, gender-responsive and evidence-based education planning in both refugee and host community schools in Rwamwanja Refugee Settlement.
The European Union’s support through ECHO RISE continues to strengthen local education systems, ensuring that every learner especially the most vulnerable has access to quality and inclusive education.
